tests: покрытие health-заглушки и отдельный профиль pytest (#56)

- tests/deploy/pytest.ini + .coveragerc: гейт ≥70 % для кода стенда (deploy/ и validate_compose.py), тестовые модули из покрытия исключены. Refs #21, Refs #56
